The purpose of this bulletin is to provide the guidelines for determining if an applicant may be issued a driving certificate even if they have answered ‘yes’ to one or more of the medical questions on the driver license application. In addition, this bulletin provides the instructions for issuing a license certificate if it has been determined that an applicant may be issued a driving privilege.
Effective March 25, 2002, a new medical process was implemented in the field offices. Applicants for the regular operator or commercial driver license MAY be allowed to complete the licensing process, even if they have answered YES to one (1) or more medical questions with the following exceptions:
If the driver has answered YES to one (1) or more medical questions, check the driver’s history for the following:
NOTE: If the driver has marked yes for any question under the I category and needs the corrective lens restriction, bring over the “I-Visual” so the corrective lens restriction will be added to the license. If the driver answers yes to I-1, I-2, or I-3 and takes and passes an eye exam at the field office, please do not list them in the “selected medical profiles” list. If the driver has already passed the eye test at the field office, there is no need for the Medical Section to follow up and request an eye statement.
If this is the first time a medical/vision category/categories is marked and the examiner determines the condition does not pose a public safety concern (i.e., a medication for high blood pressure), follow the procedure listed below:
With the implementation of the medical entry into the new DL system, the medical query batch program will run nightly to find records flagged by this process:
In most cases, this will eliminate the need for customers to return to the field office with a completed medical to finish the licensing process.
NOTE: If the completed functional ability evaluation form is submitted at a profile level requiring a “K” restriction, the intrastate waiver processor will follow up with the driver to obtain any additional information that may be required for the K restriction (intrastate waiver.)
